An application to amend the Cowichan Valley Regional District Electoral Area "F" Cowichan Lake/Skutz Falls by rezoning the site to Suburban Residential (R-2) section 8.2 to facilitate a proposed 4-lot subdivision.

The subject property is a long and narrow lot located between the Cowichan Valley Highway (Hwy 18) and Cowichan Lake Road, west of Skutz Falls. The parcel is approximately 8.3 hectares (20.5 acres) in area, consisting of what appears to be third growth forest, free of buildings and structures. Surrounding parcels include residential properties zoned R-2, across Cowichan Lake Road, that range from 0.12 hectares to 5.8 hectares in size, and larger forestry parcels across Highway 18.

The applicants have proposed to rezone the entire parcel and replace the mixture of Parks 1 (P-1) and Urban Residential (R-3) zoning to Suburban Residential (R-2). The R-2 Zone carries a minimum parcel size of 2 hectares for lots not connected to a community water system, and thereby would permit the subdivision of this parcel into four lots of 2+ hectares each.
