Economic Development Cowichan (EDC) is developing a comprehensive Strategic Plan to guide its activities over the next 5 years. The plan will assess the economic outlook for the region, identify opportunities to further develop traditional and emerging economic sectors, review constraints to development, and identify priorities and define actions that can be undertaken by EDC and others to build a stronger, more resilient regional economy. A key focus of the project will be to identify opportunities to partner with First Nations in the pursuit of shared objectives and joint ventures.

In 2024, EDC invited businesses and other organizations operating in the Cowichan region to complete a survey to identify key challenges they face and actions that should be taken to address these challenges over the next five years. A public survey was also conducted to find out what residents see as the major economic development opportunities, issues and challenges facing the region, and what government and others should do to support economic development.
